Mr. Hall is a member of Davis Polk & Wardwell’s Corporate Department. His practice includes advising issuers and underwriters on capital markets transactions, and on securities, corporate and governance matters generally.

Mr. Hall returned to the firm in 2005 following completion of his service at the U.S. Securities and Exchange Commission as Managing Executive for Policy under Chairman William H. Donaldson. As a member of Chairman Donaldson’s senior management team, Mr. Hall assisted in directing the Commission’s policy-making and enforcement activities.

He was an associate at Davis Polk from 1989 to 1994, rejoined the firm in 1996 and became a partner in 1999.

Mr. Hall clerked for the Honorable Phyllis A. Kravitch, U.S. Court of Appeals, Eleventh Circuit, from 1988 to 1989. From 1994 to 1996, he was corporate counsel to Reuters America Inc. From 2003 to 2005, he served at the SEC.

Mr. Hall graduated, with highest honors, from the University of North Carolina at Chapel Hill in 1985 and in 1988 received his J.D. from Columbia Law School, where he was a James Kent Scholar, a Harlan Fiske Stone Scholar, a recipient of the Charles Bathgate Beck prize and a notes and comments editor of the Columbia Law Review.
